Hi Brian and IPPM WG,

I'll add my support as a co-author, of course.

This topic was one of the reasons IPPM was formed,
so definitely in-scope (even though we have updated 
the charter a few times). I feel we achieved a 
fairly mature document in-time for this meeting, 
benefitting from many comments on the list.
