That is still the case.  The Cisco HA software is buggy in the lifetime 
department.  Some human reply seems to indicate they dont intend to 
maintain it any further, and prefer PMIP instead.

PMIP is something difficult to experiment with in live networks.  It's 
hard to identify wether PMIP is present in live networks - there is no 
publically available data telling whether that live network runs PMIP.

It's easy to identify whether a particular live network runs DNS, ICMP, 
BGP or so protocols, but for PMIP there is no way.

I think it is safe to say that 3GPP  uses PMIP in its specs.  But I have 
some doubts about live networks.
