It's in the Linux 3.17 kernel (which has just hit Fedora 20), although not switched on by default, so that it doesn't interfere with 'flow label manager' (I don't know what that is.) According to the comments, it is also implemented in the FreeBSD kernel and enabled by default. Finally, as it was implemented by Tom Herbert from Google, it implies that Google see value in it, and possibly have a wide scale use for it.
