[no hats on] IMHO, splitting it would be useful. maybe sections 5 and
6 can belong to the same document, not sure.
The reasons why I believe that having smaller documents would help:
1. Easier to reach consensus: potential disagreements over (for
example) section 5 or 6 wouldn't block a problem statement or an
architecture document.
2. Better chances of getting thoughtful reviews.
