RIPE policies make distinction between Providers and End users. All 
Providers, cellular, fixed, wireless, are allowed to give out prefixes 
to third parties, it is actually expected from them. They receive 
allocation of /32 - /29 for that by default.

However, RIPE policies also support cases when an End user wants to be 
independent of their Provider. In that case the End user gets their own 
IP addresses to be able to keep them even when changing providers or 
doing multihoming. This is the case of many enterprises as they don't 
want to be IP-address-locked into their ISP forever.

Such a direct assignment is most likely of the size /48 since it is only 
meant to be used by the End user who holds it. The restriction of giving 
prefixes to third parties is there mostly enforce the purpose of such 
assignment to be only used by the End user holding it.
