Brian,

I like the idea of defining the terminology for discussion, howevere I
think that the meaning of "acceptable" should be clarified. I believe
that the implication of the draft is that a LAP is local to a site and
is in no way a global concept or requirement. Also, I think it should
be clarified that prefix length does itself not correlate to user
privacy privacy, there are many other factors at play such that in
some cases a longer prefix could offer better privacy properties than
a shorter one (for instance I am concerned about the privacy
properties of the prefix itself especially in cases where single end
devices are assigned their own prefix).
