Yes.  Last time we checked, Juniper routers just forward(ed) packets based
on destination address, period.

(This was a few years ago, when trying to figure out what to do against
the then-current resource attacks against IOS XR LPTS with "too many ND
packets", so it might have changed in the meantime)
