Per RFC 5340 due to the ospf header being only 16 bytes for 4 words wide packet x 4 deep thr LSR WG would have to make the header larger to accommodate but also the router id field itself would end up taking up the entire header all 16 bytes.  I think technically speaking the LSR WG which I am a member of would not be get a consensus on gains made by doing so thus has remained a 32 bit field.  I think though down the road as we go towards IPv6 only and IPv4 is eliminated I think we may have to revisit before that happens.  I will bring up with the WG.
