Xiaohu -

The requirements of routerID in IS-IS are different than in OSPF. In IS-IS routerID MUST be a reachable address (as per RFC 5305 and RFC 6119).
And RFC 5316 already defined sub-TLVs to advertise router ID in TLV 242.
