The platooning use case mentioned in the document is also present in 
section 3.1 of this IPWAVE WG's document 
https://tools.ietf.org/html/draft-ietf-ipwave-vehicular-networking-20

This Internet Draf is Work in Progress.

Maybe we can find common interests.  Maybe the LS could refer to a later 
version of this I-D, maybe if it becomes an RFC later.
