There were a *huge* number of things in SGML that XML dropped. Not enough,
I agree. But the difference between elements and attributes is the
difference between ordered content (which documents need) and
not-so-ordered properties (which documents also need).

Here are two approaches to simplifying XML that I like very much.

MicroXML is a subset of XML, as XML is a subset of SGML. See <
https://dvcs.w3.org/hg/microxml/raw-file/tip/spec/microxml.html>. The spec
is 10 pages long including a data model.

FtanML is syntactically different and semantically more flexible: it would
make a good replacement for both XML and JSON. See <
https://www.balisage.net/Proceedings/vol10/html/Kay01/BalisageVol10-Kay01.html>.
("Ftan" is a village in Switzerland where the language was developed, not
an acronym.) The spec is 27 pages long, including a data model, a schema
language, and a transformation language.

I can't agree with you there. RELAX NG would have been just as usable for
the purpose.
