That is overblown.

That line is merely an introductory sentence to give people a sense of what
a language tag looks like, not a definition. The precise formal definition
is below it, and anyone reading the document will see it. There is no need
to make an introductory statement hard to understand -- we have plenty of
opportunity to do that later...
