IMHO, that's the big issue we have with the "alsatian" registration
request. How to help people find the tag when the name they use for
their language is not in the registry?

How do you ensure consistency in that case? Today, some people tag
alsatian as "de-FR", some (very rare, apparently) as "gsw-FR", some as
"gsw-x-alsatian" and some as the (invalid) "gsw-alsatian" or
"alsatian" or "als".

It seems that, for consistent tagging, we need one (1) authoritative
source (wether it is the LSR or a yet-to-be-done companion registry).
