Most Usenet servers had a default expiration period, say two weeks,
after which the messages were deleted to make room for new ones.
A common use of Expires was to tell those servers to NOT delete a
message until after a particular date.  This was to ensure postings
such as the monthly FAQs stuck around for the entire month until
the next one was posted.
