Another point - not that everywhere is quite so hair-trigger as Australia - is the propensity of the local jurisdiction to change the rules at short notice.  We had about 4 hours here in Victoria for the current 1 week lockdown.

No commentary on whether it's the right choice, proportionate, justified, all that -- But if we were trying to hold the IETF in a city which did what Melbourne has just done, it would instantly turn the rest of the meeting into a remote meeting held from our various hotel rooms, with all the incredible impact on the networking capabilities of wherever the participants were staying that would entail!
