To answer Alex's question (about Canada), I have had cellphone alerts 
and television alerts for child-abduction cases (AMBER alert), and I 
believe that I have seen them for weather warnings.  Given the high 
level of integration of the US and Canadian telephone systems, I suspect 
that we have the same system (EAS) that the US has.
