Hi, Wes,
     After I left Cisco, I am no longer able to work on this any further
(sorry I should have finished it before thart...).  However I believe Mani
from Cisco (already in the list)  may be interested get the review comments
incorporated and push this forward. IMO, this draft is ready for
publication and getting a TCP option number reserved for middlebox
discovery.
