WG,

This revision is the result of feedback from Flemming during his doc
shepherd write-up process and review.

What has been changed is:
- Made the copied text into a quote to avoid having to put pre RFC 5378
disclaimer on the document. This was what caused the rapid 11-12 version
as I had realized that I had edited the text from RFC 4787.
- Lots of small editorial fixes.
- More references in appropriate places, including to the latching
document.
- Reformulated text regarding security considerations for latching.
