Regarding [1] draft, at the time of its adoption by the WG, the MNA framework had not yet emerged. The extension approach followed by this draft aligns with the MPLS technical framework. Additionally, there are multiple running code use cases supporting the efficacy of this approach.

Concerning the WG's handling of this draft, we propose referencing the entropy label documents, in which RFC 6790 requests a new bSPL assigned by the IANA, while draft-li-mpls-mna-entropy requests a new MNA Opcode. 

The authors  also support the MNA framework, and we have submitted an MNA-based draft, detailed in [2] draft. However, as you are aware, the MNA solution involves hardware updates. Therefore, for existing networks, the [1] draft is more suitable this moment. For future networks capable of supporting MNA, the [2] draft can be considered.

Considering these factors, the authors suggest initiating a Working Group Last Call (WGLC) for [1] draft.

Thanks for the update.
AFAICS, this draft proposes a mechanism to add a Flow-ID in MPLS packets as well as a new Flow-ID label indicator (from eSPL label space) to indicate to traversed MPLS routers the presence of such Flow-ID label inside the MPLS packet.
 
As you may know, the MPLS WG has been working on a generic mechanism MPLS Network Actions (MNA) (e.g. see draft-ietf-mpls-mna-requirements) that enables carrying such ID and indicator in MPLS packets. Also, a solution for encoding MNA actions within the MPLS label stack that is adopted by the WG is documented in draft-ietf-mpls-mna-hdr.
In the past, the MPLS chairs had asked the authors to consider whether MNA could be leveraged to solve the usecase in draft-ietf-mpls-inband-pm-encapsulation and if not to document why not suitable. It could not find this in your latest update.
Also, Ideally, a discussion on the WG list would be useful (especially with members active in driving the MNA usecases/requirement/framework) to conclude on whether the usecase and/or the solution is not in scope of MNA.
 
I’m hoping this email response will attract some attention from the WG to get them involved in this discussion.

As of now, all received comments have been addressed. Several vendors worldwide have successfully implemented the solution in the document. We now have mature running code and have validated it in operators network.
 
The authors believe that the draft has been mature and we would like to request a WGLC.
