I tried to find this in 1590 and failed; all I came up with was:

   Note that MIME is generally expected to be extended by subtypes.  If
   a new fundamental top-level type is needed, its specification must be
   published as an RFC or submitted in a form suitable to become an RFC,
   and be subject to the Internet standards process.

I see no real problem with aiming this at standards-track, if the
documentation is adequate, and the screaming at Last Call isn't too
painful for all ears.
To me, the current draft seems adequate at first reading.

(BTW, this has NOT been discussed on the ietf-types list since
november 1994; I have seen the discussion before, though...)
