Sure, but there is a choice here -- do meetings serve just contributors
or all participants.

Right now the draft(s) focus on *all* participants, but some of the
discussions (e.g., those related to measurements) seem more focused on
Contributors.   My point wasn't to say one focus is right, but rather we
should be deliberate in our discussion and consensus WRT the distinction.
