AFAIK, the last of the remaining issues resolved around 3 weeks ago
with a PR with changes to the latest charter copy:

It's in a state that IESG can start reviewing it.

charter (either on this mailing list or the VCWG mailing list, which
is the one that is utilizing the work to be standardized at IETF in
the Multiformats WG):
