Dear interest parties:Apologies to all for the relative silence these last few months; getting authorizations and commitments to proceed took a while, as did researching IPFS lore and coordinating efforts. After reviewing all the feedback from Manu's brave in-person presentation at IETF 116 in Yokohama, catching up on list emails, and Jeffrey Yasskin's feedback on the CCG repo, I did a little research and proposed some tweaks to today's multibase registry, as well as rewrote the contributing.md file for both multiformats/multiformats and multiformats/multibase.  All my efforts to date and rationales are linked from the main PR on mf/mf, including drafts of updated IETF proposals.I had hoped to have two or three new internet drafts (multiformats-01, multibase-08, ideally also multihash-07) in time for IETF 117 in San Francisco, but summer vacations and leaves are conspiring against me and I wasn't able to get crucial sign-offs in time. With a little luck, I'll still be able t
