Now I understand.  

Yes, this document (and the TLS document) define some YANG modules in the IANA namespace.  This is very intentional.  

There is an old-draft (https://datatracker.ietf.org/doc/html/draft-boucadair-netmod-iana-registries) that describes it all, but the gist of it is:
	- IETF defines the initial version of the YANG module.
	- IANA maintains the module going forward, whenever the underlying registry changes.

Makes sense?
