This new revision changes MUSTs for client behavior to SHOULDs, while
adding an explicit requirement that servers MUST allow clients to
behave this way. It also clarifies the justification for keeping
zeroing the polling interval as a mere MAY.

I've retained the paragraph concerning randomization which Harlan
objects to, at least until he clarifies what his objections are. I've
also, at least for the time being, kept the recommended value for the
precision field as 0 rather than 32. We should probably resolve this
with a hum.
