As for why: increased jitter with VMs due to software emulationof time
keeping and networking devices and uncertainty around scheduling the target
software. Though maybe not all VMs, since there are much better hardware /
software combos than when this bit of wisdom was created.

My home ntp server runs in a bhyve VM and/or a FreeBSD bare metal depending
on what hardware I have lying around.
