As many people have pointed out already, the current problem statement draft 
http://tools.ietf.org/html/draft-narten-nvo3-overlay-problem-statement-02)has 
significant issues in describing VPN-related problems.  It should at least 
consider merging with previously submitted VPN4DC problem statement drafts.
