for IRSG Review and Approval (according to RFC5743, 2.2).

This document has a long history (WG Item in March 2014!), essentially because of a long silent period, and has only been
reactivated end of 2016/beginning of 2017.
In 2017, it has been discussed during three well-attended audio conferences, each of them gathering 6 to 8 participants,
it has been openly co-edited with many comments and suggestions made by several active co-authors, and finally subject
to a RG Last Call. The general feeling was that the document was ready for next step.

I believe that this document meets the requirements for RG preparation defined in RFC5743 and that it is ready for IRSG
review.
