I reviewed the text version at https://www.ietf.org/archive/id/draft-ietf-oauth-jwk-thumbprint-uri-02.txt and that does refer to the simplified BSD license. (Same for -03.)

This looks like a tooling issue. Did you submit XML (only) to the datatracker when you submitted -03?
