  1.  As I am still learning the IETF, I am a bit surprised. If ‘minutes’ mean ‘a script of what was said on the mic’ then this is ok. But as chair in another world, I have other expectations if these mean minutes:
     *   The minimum I expect is what is the decision made for each point in clear text, something like:
     *   “the group decides X” | “the group adopts Y” | “the group doesn’t adopt Z but recommends W as a way forward”

The IETF has its own idiosynchratic way of working which is not quite like any other SDO.

Decisions - to proceed, give up, choose something different - are taken on the mailing list ie here; never at a meeting, virtual or in person.  When a decision is called for, then the WG Chairs make the call with an e-mail and people on the list respond.  The WG Chairs then judge and declare consensus; again this is not a vote but a consensus.  The Chairs may judge that support from six implementers weighs more than opposition from ten operators:-)  Such is the IETF.  You will often see in minutes a note of consensus in the room which needs to be confirmed on the list.
