I don't see why it matters, since there's no mention of IP addresses
in either draft. (the labels used are network names, router names, and
link names)

But anyway, the answer could be yes or no. An organization might be
renumbering in someway, but keeping their network topology the same. In
this case it would make sense for the link names to remain the same.
The change might also be rearranging or adding cards to a router,
which wouldn't affect the IP addresses, but may change the
interface numbers that are associated with particular links.
