[p2p-sip] Doubt in draft draft-bryan-sipping-p2p-03

I've been going through the draft (draft-bryan-sipping-p2p) and there's one
thing I don't understand. I'm hoping someone can help me understand it
better. 

Section 5.2 states

"When locating a resource with a particular Resource-ID, the peer will send
the request to the finger table entry with the Peer-ID closest to the
desired Resource-ID"

It also states earlier that the resource ID is a hash of user name whereas
peer-id is a hash of IP and port. In this regard how will a peer determine
closeness of resource id to peer id when the hash values are actually based
on different parameters?

I suspect the explanation lies in this line ("The Resource-IDs map to the
same space as the Peer-IDs") that I don't really understand. Clarification
would help. What is it about the relation between the peer-id and the
resource-id that helps a peer identify where to send the request?

Additionally, it would help if this section were to clearly define what a
resource is and what a peer is. And the overlap between them.
