We have updated 'Hybrid Signature Spectrums' to -04:

https://www.ietf.org/archive/id/draft-hale-pquip-hybrid-signature-spectrums-04.html

This includes more language from the feedback from the group on motivations
for using hybrid solutions and whether or not it fits in one's threat
model, without sounding assuming that hybrid signatures are strictly
necessary in general principle.
