Does the team agree with Russ or want to push back? Why would we give
security a special place here, since we already have mandatory security
considerations? Can I add a question about IPv6 support?
Can you add one about congestion control? Where does this end?

*** I recall from (I think) joining a call or a chat that Russ said he
did not actually want his questions to be added to the writeup, but
rather he wanted a good pointer to mandatory considerations in other
places.

> - whether or not this should become an ION

I guess we should put that question when the document is otherwise clear
of DISCUSSes.

*** I weigh in for this becoming an RFC. It's all about things we do
for the process of shepherding documents through their states towards
RFC. Let it be in the RFCs. Let it be findable in the tracker.
