just pointing out that the latest draft does specify the client behavior in the 1-RTT case

> When a 1-RTT QUIC connection is being used, the client MUST NOT send requests prior to receiving and processing the server’s SETTINGS frame.

but I agree that if we can find a way to start sending without having received the peer settings, that would simplify the implementation
