Dear WG,

The (extended) WGLC for this document should have ended last week, but the ongoing discussion on some items made it hard to call out consensus by the chairs. The number of items discussed also made it difficult to judge if no substantial changes were made to the document during WGLC. Therefor, in consultation with the authors, we have decided to CLOSE this WGLC for now, with the result that no consensus has been reached yet. The authors will produce a new version of the document that will go into a new WGLC -after- the WG had a chance to review and give comments.

We want to remind the WG that review and discussion of a document should take place before WGLC and not during WGLC.
WGLC should be used to confirm agreement or motivated rejection, but not for fundamental discussion.
Even though some minor editorial changes may be accepted during WGLC, fundamental changes will result in a new WGLC.
So please review and comment on documents before WGLC, and don’t take the WGLC as the moment to start reviewing.

Another thing we would like to point out is that it is harder for the chairs to judge consensus if WG participants make comments during WGLC, but don’t report back if they have been addressed properly to satisfy them to support publication of the document. 

And lastly, we would also like to point out that expressions of support for publication by the authors, chairs, or document shepherds of a document are usually obvious, and don’t count in consensus judgement. We therefor ask for authors and document shepherds to not respond with +1 on WGLC support for publication requests for their own documents. This will make the (small) WG support for documents more visible and easier to judge consensus.
