I think that is a real challenge. The utter garbage generated by LibreOffice appears completely intractable to me, for example. As far as I can see, every case is a special case.

To meet Martin's requirement, the RPC would find itself asking people to redo their drawings from zero, using a tool known to produce clean SVG.
