Indeed, not by itself.  But there is a strong requirement for continued availability.
(Think in decades here.)
Note that a big part of this discussion ensued because some commercial entity decided to change the availability of some commercial tool, which is their good right to do at any time.
Open-source availability means that can never happen to us unless the tool is so underused that it withers on the vine.
