[rohc] The ROHCv2 profiles draft

I conclude that draft-pelletier-rohc-rohcv2-profiles-00.txt
is pretty much completely in line with the v2 goals settled
by draft-ietf-rohc-rfc3095bis-improvements-02.txt. The only
clear deviation is the removal of support for timer-based
compression, which should be further discussed (those who
believe it should be removed have to defend and argue for
that approach, otherwise it should be reintroduced in the
v2 draft, according to previous consensus around the
improvements draft).

In any case, I will ask the initial contributors to 
resubmit the draft as a WG draft, which will be titled:
draft-ietf-rohc-rfc3095bis-rohcv2-profiles-00.txt

Further development should then continue on the list based
on this initial WG draft.
