You can put the string "RFC7084" in the abstract but not the string "[RFC7084]". The style guide [RFC7322] says "Therefore, the Abstract must not contain citations." Yes, I agree this is confusing. In any case, giving an RFC title in quotes will confuse anybody, I think.
