Yes, exactly. That's one of the reasons I sent my mail to the working 
group, as opposed to just trying to find agreement with the author team 
as we sometimes do for some Discusses.

I do realize that there might be different opinions on this. I did not 
fully realize that the working group had made a major assumption about 
it. In any case, we should discuss this. I also wanted to remind 
everyone that on these types of matters we'd normally want to find what 
the opinion of the working group and IETF community is. Sometimes it 
happens that the community will disagree with an AD who holds a Discuss, 
and that would typically be enough to remove the Discuss. In other 
words, you should not take this or any other Discuss from the ADs as an 
absolute requirement. We should do what the community thinks is best.

FWIW I do think personally that we should discourage excessive logging. 
Stephen's suggestions for the changes sound good to me.
