Hi Lloyd,

I believe that Xiaohu means that we need a way to *indicate* that metadata
follows the bottom of the MPLS label stack. There are multiple ways to do
that and as Robert quite rightly pointed out some mechanisms already exist
such as reserved labels, special-purpose labels, context labels, my old
draft (which FYI has expired) etc.
