While coordination across a large subset of the CAs indeed is possible,
getting 100% of CAs to take an action in a timely fashion is not
feasible. Noting there are 40,000+ CAs in the field, Ties and I agreed
that in this instance the easier path is for RP implementers to take an
action, and not require any CAs to take an action.
