Could you elaborate on this?  Do you perceive the brittleness as
occurring more in the implementation of the cache or on the router?  

As I read 8210bis, the router is in control of this process, starting 
with the highest version number it supports, working its way down 
triggered by the error code or a lower version # response from the 
cache.
