I support the publication of this document.

Yet the key words section of this document is supposed to use the following the description:

The key words "MUST", "MUST NOT", "REQUIRED", "SHALL", "SHALL NOT",
   "SHOULD", "SHOULD NOT", "RECOMMENDED", "NOT RECOMMENDED", "MAY", and
   “OPTIONAL” in this document are to be interpreted as described in BCP 14 [RFC2119] [RFC8174] when, and only when, they appear in all capitals, as shown here.

Besides, I suggest changing

‘an rsync URI [RFC5781], or an HTTPS URI [RFC7230]'

into 

‘either an rsync URI [RFC5781], or an HTTPS URI [RFC7230]'

in Section 2.1 Trust Anchor Locator Format.

The single OR could lead to a different comprehending logically.
