Bob,

Nit: on page 4 the code for NSAPA format is 1110 00
and on page 7 it's 1100 00. Just tell me which , I don't care.

At the moment I have two don't care bits, but I will have
to use one of them to encode "group addressing" (multicast).

There is also a problem with the GOSIP2 format, apparently,
but I hope to find a fix for that too.
