AC: Thanks for the review.

I went through your comments; all of them appear reasonable and
I do not see any reason not to include them in the next revision.
I don't have anything to clarify; so please make sure that your
comments are addressed in the next revision.

The document will be revised based on the two WGLC comments received
to date.  If anyone has any additional feedback, please post.
