People who may not agree with this can contribute to other organizations
than the IETF. Please read the IAB RFCs and I-Ds on Internet
Transparency in case of doubt, such as RFC2775 and

   understand all the "communication services" in the end.

All we need from the network is to get IP packets from point A to
point B.  The endpoints may need to understand "communication
services", but that's their problem.
