Hi Michael,

I concur with you, specifically about the partial representation. I have 
voted to adopt this document anyways.

The current question is adoption, i.e. whether we should /discuss/ this 
document in this working group. Once adopted, we can discuss their 
contents and the WG eventually decides whether to publish it or not. I 
presume your answer to that is yes, based on your statement "good base 
for starting work".
