German BSI recommends the use of quantum resistant signatures only in combination with classical signatures (see technical guideline TR-02102-1). This does not apply to hash-based signatures, but however, hash-based signatures are not suitable for every use case. While hybrid signatures may be realized through other means, composite signatures have some nice properties.
We would like to see standardized hybrid signatures as soon as possible, because we have to consider PKI migration as well as time for evaluation and approval process.
